
One of Kelly Civil Construction’s first interstate projects involved the construction of three fishways and a regulator structure at Lake Hawdon, South Australia, delivered for the Department for Environment and Water South Australia on behalf of Leed Engineering and Construction. The project formed part of an important environmental infrastructure programme aimed at improving water management and aquatic connectivity within the region.
Working under Leed Engineering and Construction’s site management, Kelly Civil Construction was engaged to deliver the form-reinforce-pour (FRP) package for the structures. Our scope did not include civil works; instead, we were responsible for the planning and execution of all structural concrete activities associated with the project.
This included the coordination and installation of formwork systems, reinforcement fixing, and concrete placement for the fishway and regulator structures. The project required close collaboration with Leed Engineering and Construction to ensure construction sequencing, access, and interface requirements were achieved while maintaining programme milestones.
Given the environmentally sensitive nature of the site, all works were undertaken in strict accordance with environmental controls and safety requirements established for the project. Kelly Civil Construction worked closely with the principal contractor to ensure compliance with all regulatory obligations while maintaining high standards of quality and workmanship.
The successful delivery of these water infrastructure assets demonstrated Kelly Civil Construction’s capability to mobilise interstate, coordinate specialist subcontractors, and deliver complex reinforced concrete works in highly regulated environments. The project remains a significant milestone in the company’s growth and its expansion into major infrastructure projects beyond Victoria.
