
Kelly Civil Construction was engaged by Service Stream to deliver specialist form-reinforce-pour (FRP) works as part of an upgrade to an existing water treatment plant owned by Greater Western Water in Gisborne. The project formed part of critical infrastructure improvements designed to enhance the performance and reliability of the treatment facility.
Operating within an active water treatment environment, the project required careful planning, coordination, and sequencing to ensure construction activities were integrated with ongoing plant operations and adjacent works.
Kelly Civil Construction’s scope was exclusively focused on the structural concrete package, with responsibility for all formwork, reinforcement fixing, and concrete placement activities. The works comprised the construction of multiple pump shed slabs, equipment foundations, and ancillary concrete elements throughout the site.
A key feature of the project was the complexity of the concrete structures, with many slabs incorporating numerous penetrations for pipe risers and services, as well as internally formed voids to accommodate mechanical and electrical infrastructure. Several slabs were of irregular geometry, requiring bespoke formwork solutions and precise set-out to achieve the required tolerances and interfaces with plant equipment.
In addition to the larger structural elements, Kelly Civil Construction completed numerous smaller concrete plinths and foundations to support pipework, mechanical equipment, and water treatment infrastructure across the facility.
While the contract scope was purely FRP, elements of Kelly Civil Construction’s civil crew were utilised to provide mechanical assistance during construction, including lifting and positioning reinforcement cages and other heavy components to support efficient project delivery.
All works were completed in accordance with project specifications, quality assurance procedures, and stringent safety requirements. The successful delivery of the project further demonstrated Kelly Civil Construction’s expertise in delivering specialist reinforced concrete works within live utility environments and complex water infrastructure facilities.
